Formatting, References, Structure, Humanaize and Voice

Please make the following changes to the attached V2 report:

1. Apply TNR 12pt, double spacing, full justification, and page numbers throughout
2. Resolve the Abstract/Executive Summary duplication, remove the standalone Abstract and expand the Executive Summary to approximately 2 pages, covering a summary per section, 23 recommendations, and limitations
3. Add DOI links to all journal articles in the References section (APA 7th edition)
4. Add a short Recommendations subsection after the Conclusions section
5. Rewrite the entire document in a first-person plural, student voice, short sentences, active voice, no heavy academic phrasing
6. Update the Table of Contents page numbers as the very last step.
