In the “Policy Memo”, the student should first explain what the chosen topic is and why it matters to
our “digital society”, and then argue any possible regulatory challenges to deal with the certain topic.
The student is also encouraged to make policy recommendation on the certain topic, especially in
the context of Hong Kong. For example, a student working on the topic “misinformation” may choose
to discuss the pros and cons of new technologies like social media in helping to distribute
information and how to balance conflicting factors such as rights for free speech versus the spread of
misinformation. Students may pinpoint the policy implications and/or suggest potential solutions.
Policy insights, originality and analytical rigor would be prized
