RESEARCH ESSAY
(To Be Submitted Monday, May 7th)
Introduction
What is an essay? An essay is a piece of writing on a particular subject that is written by a
student or any other writer, in which he or she tries to address a specific issue or question. The
essay must be well structured (i.e. organized) and presented in a way that the reader finds easy
to follow. It must look tidy and not be difficult for the reader to read. It must have a clear,
readable interesting style. Most importantly, it must present a clear argument about the
question at hand (often called the thesis of the essay).
INSTRUCTION: BELOW ARE TWO ESSAY TOPICS. DO ANY ONE OF THEM:
Essay Topic 1:
“Combatting Smoking: Taxation Policies vs. Education Policies”
According to the National Cancer Institute, cited in your textbook, “cigarette smoking and other
forms of tobacco use are directly responsible for at least one-third of all cancer deaths each
year.” (p. 107). One reason why people still smoke, despite this terrible statistic, is that
cigarette is highly addictive and relatively cheap to buy. On average, a cigarette sold in Canada
costs no more than 40 cents. Two different types of policies are often employed to reduce the
use of cigarettes among Canadians: (a) Taxation Policies by which the government seeks to
impose higher taxes on cigarette manufacturers, and (b) Education Policies by which
government tries to educate smokers about the health dangers of the habit.
In this essay, using your knowledge of the concept of elasticity of demand and supply to be
learned, as well as information read from at least three (3) economic or business news articles
related to your chosen topic, you will compare and discuss the relative effects of both types of
policies on reducing cigarette smoking in Canada. Which type of policy is more effective and
should be used in combatting smoking?
Suggested Outline of Essay
1. Introduction:- In an introductory paragraph, (i) Explain why this topic of reducing
smoking is an important area for research. Why should government, policy makers, and
people in general care about this topic? (ii) In this paragraph, state your main objective
in the essay so that the reader knows immediately what your argument is all about. In
other words, what are the specific questions you will be addressing in the essay?
2. Theoretical Analysis:- In this section of the paper, use your knowledge of the concept of
demand and supply elasticity to discuss in theory how each type of policy (taxation and

education) might impact cigarette smoking. Here, your analysis should be guided by our
theoretical discussion of the concept of elasticity that we will have covered in class
lectures, as well as the articles that you will find and read.
3. Canadian Examples: – In this last section of the paper, use some Canadian information
and data to illustrate how the two types of policies have historically been applied in the
two countries. That is, using information from the economic and business news articles
that you will read, give some concrete examples of how the Federal or any Provincial
government has applied tax and/or education policies to combat smoking in Canada.
Here, the main aim is to use such real examples to illustrate practically your theoretical
discussion in the previous section.
4. Conclusion: – You should have a final paragraph in which you conclude and summarize
your essay.
Essay Topic 2:
“Effects of Rent Control in the Short Run and Long Run”
In this topic, you are asked to explain and argue how a rent control policy may affect the
availability and quality of housing in the long run and the short run. In our class lectures on price
controls, we will define a rent control as one example of a price ceiling policy that can affect the
housing market differently depending on the time horizon. In this essay, you will compare and
explain how such a policy may affect the availability and quality of housing in the short run and
long run, and you will use examples from specific Canadian cities or provinces to support your
arguments.

run and long run effects of rent control. In theory, how is rent control likely to affect the
availability and quality of housing in the short run and long run? Here, your analysis
should be guided by the theoretical discussion of rent control and elasticity of demand
and supply that we will have covered in class lectures, as well as the articles that you will
find and read.
3. Canadian Examples of Rent Control: – In this last section of the paper, discuss the
effects of rent control using actual facts. Based on the economic and business news
articles that you will read, give some concrete examples of how rent control policies
may have affected the availability and quality of housing in certain Canadian cities. You
may take examples from Toronto, Montreal, Vancouver, and/or any other city or cities
in Canada. Here, the main aim is to use such real examples to illustrate practically the

short run and long run effects of rent control that you have analyzed in the previous
section.
4. Conclusion: – You should have a final paragraph in which you conclude and summarize
your essay.
Requirements for Essay
Your essay must satisfy the following specific requirements:
1. A group of MAXIMUM 2 students can submit an essay. Group essay is STRONGLY
ENCOURAGED, but Optional.
2. Essay must be typewritten, with double-spaced lines.
3. The main body of your essay, involving the four parts listed above, must be 3 to 4 pages
long (no more than 4 pages), for an individual student; and 5 to 6 pages long (no more
than 6 pages) for a group of two students. This excludes the Cover Page and the
References Page.
4. The cover page (i.e. the first page) must contain the following information:
a) An appropriate title of your essay
b) Your name(s)
c) The date that you are submitting the essay paper, which is Monday, May 7th
.
d) Name of the instructor to whom the paper is submitted.
5. References Page:
In order to present a good essay, you must locate and read at least (i.e. no less than)
three (3) economic or business news articles related to your chosen topic. These three
sources must be appropriately cited in the main body of your essay and also listed at the
end, on the References Page. In terms of the appropriate citation style, you can use the
APA style of citations. I have posted some guidelines about the APA on OMNIVOX.
6. You may add as many graphs, charts and tables as necessary to support your arguments;
but all large graphs, charts and tables (i.e. large enough to occupy ¼ of a page) must
be attached as an appendix at the end of your paper, after the References Page. That
is, DO NOT include such large graphs, charts, or tables in the main body of the essay.
Remember to cite the source of your information below each graph, chart or table.
