Background:
This unit covers the National Response Framework and how Weapons of Mass Destruction (WMD) response activities progress through each of the 5 major elements of prevention, preparedness, mitigation, response, and recovery operations. It is important to understand the unique nature of WMD within the context of each area, the need for collaboration among all involved, the science and technology solutions available, and the control functions specific government organizations have in WMD response. Last, the principle of resilience is provided for the student to learn and understand. This principle is a somewhat qualitative measure and sometime difficult to define in concrete terms. Resiliency is probably best characterized as a “state of being” or “feeling” one can achieve when other activities are realized or achieved. Others have offered the term “resilience” as an end-state or outcome of many disparate actions that are interconnected.

Regarding response efforts to WMD threats carried out in your community, at what point does the response effort end and recovery efforts begin? Who takes over recovery operations once the response effort is completed? And why?
