concept as a possible way to secure 12 million in federal funding. The Governor would like a
Policy Brief on the subject. Since this Policy Brief might require some research time, the
Governor has requested a Policy Outline in the interim period.
Please submit to the Governor a maximum 1000-word outline regarding your health policy
concept. I have taken the liberty of giving you the questions the Governor is interested in.
What are the basic facts of this policy?
How would this policy affect cost, quality, and access?
What are the challenges or barriers regarding the implementation?
What are the execution costs of this policy?
How will the policy be evaluated?
Please support all your ideas with reputable sources if possible, in case the Governor would
like to conduct further research.
Finally, the Governor has asked that you refrain from taking any personal or political positions
in your outline and future brief. The Governor is not interested in your personal opinion at this
time, but would simply like to assess the potential health policy after gaining a complete
understanding of its potential.
