ASSIGNMENT #3: Case study podcast assignment. Topic #2 – SARS: Crisis Management Policies
This assignment requires you to attend the class session (March 5) and develop a speech
(podcast) to explain the Ontario government’s position on its SARS-related policies in the wake
of the second outbreak in 2003. Research five or six new sources about the SARS outbreak, write
a podcast script (with a bibliography), and prepare the 15-minute radio podcast for an intelligent,
post-graduate audience.
Note: the instructor stops listening to the podcast after 15 minutes, so use the time wisely.
Submit three items to complete this assignment:
o Your audio podcast. The file must be in MP3 format, less than 40MB in size, and the
instructor must be able to download and play the file. See the Syllabus appendix.
o A written script for the podcast (which contains the necessary scholarly citations).
o A scholarly bibliography.

The assignment:
Professor Snowden offers strategic assessments of the SARS pandemic. He
characterised SARS as an important “dress rehearsal” and transformative event wherein the
international communities defined the nature of “interconnected” and coordinated global public
health. SARS was therefore “epoch-making in this organized response”. This argument has
major potency as a result of his scholarly inquiries, the passage of time (which allows reflection),
and access to information. However, the pandemic produced appreciably different responses in
2003 as this new disease endangered populations in the GTHA (Greater-Toronto-HamiltonArea).
As elsewhere, citizens, victims, officials, policymakers, journalists, and healthcare
practitioners scrambled to understand and respond to SARS in ways that might not appear as
coordinated, organized, and globally cooperative as Professor Snowden has suggested.
The Ivey Case Study presents one such interpretation of the response to the pandemic
in Ontario in 2003. Although the Ivey document states that Premier Eves is about to make a
statement, there has been a last minute change in plans. Congratulations! The Ombudsman
asked YOU to produce a non-partisan evaluation of the governmental policies and responses to
SARS in the GTHA. You will deliver your evaluation on CBC Radio on May 30 (shortly after the
‘second’ outbreak on May 20).
Develop a response (podcast) to present the results of your policy analysis. Select and
evaluate three to four critical components. These items may involve (but are not limited to)
deployment of resources, economics, medical effectiveness/outcomes, public trust and
confidence, disease containment, transparency of information (so that citizens can make
informed decisions), managing fear, addressing SARS-induced racism, public compliance with

health regulations/policies, media cooperation, fostering international cooperation and
“interconnectedness”, and so on. Present a balanced evaluation of the policies that are
actively addressing the SARS crisis in Toronto as of May 30, 2003.
Present your evaluation to a public audience in a 15-minute podcast that is broadcast
(hypothetically) on a national CBC radio program. Make sure you engage the audience as you
explain your overall evaluation and the analysis of your three or four critical policy objectives.
Grading scheme:
This podcast is graded on the depth and breadth of your policy analysis, the relevance
and quality of your three or four key items, and your synthesis of five or six new research
sources. Appropriate sources are scholarly articles/books, government and other publications,
and published reference materials (excluding non-peer reviewed sources, such as Wikipedia).
The podcast is your presentation. Students are encouraged to listen to a selection of
podcasts to capture the essence of an excellent audio presentation (at the university level, as
delivered to an upscale listening audience in the public domain). Refrain from writing and
reading a term paper. Instead, embrace the role of a policy evaluation analyst and think about
ways to make this policy evaluation interesting to an educated audience. The podcast must be a
professional and polished presentation and you are the only speaker.
Creating a podcast:
The Ed/Tech department developed a reference sheet with basic information on creating
a podcast. Note that you must generate an MP3 and upload it to the dropbox. Make sure that
you allow sufficient time to learn how to manage these technologies to produce a professional
podcast. Make sure the file is less than 40MB in size.
The script and bibliography:
In addition to the podcast, submit the script and an academic bibliography. Minor
deviations (at less than 5%) between the script and podcast are fine. Students are strongly
discouraged from attempting to “wing it” on the podcast and scripting the outcome.
The script (policy) must reference your sources (as above). The speaker is not required
to read the references during they podcast, but the references must be in the script. Doublespace
your script using standard conventions (2.5 cm margins; an accepted academic style
guide/citations; proper paragraph construction, etc.) and format the bibliography accordingly.
Grading, rubric, and late penalties:
The project is worth 35% of your term mark. It is graded on the content (10%), analysis
(15%), and presentation (10%). Assignments that do not include a podcast and script (with full
citations) will not be graded. Assignments without a complete bibliography will receive a 25%
penalty. As per the syllabus, assignments are due on the specified day/time. Late penalties are
5% per day, including weekends. Assignments are not accepted when they are five days late
and the assignment receives a grade of zero. Please do not ask for an extension.
Academic integrity:
The script is checked for plagiarism and academic dishonesty. Each student is
responsible to understand Laurier’s policy on plagiarism. Check your turnitin similarity index for
plagiarism. You may withdraw and resubmit your script before the due date/time. Avoid all forms
