Mariana Valverde’s Everyday Law on the Street: City Governance in an Age of Diversity is a study of how deeply embedded biases continue to structure local governance in even the most “progressive” cities. Based on four years of ethnographic research shadowing local officials and attending civic meetings, Valverde explores the ways local governance shapes the fabric of urban experience, including social inequalities.
Valverde argues: “writers on urban issues tend to neglect the much larger number of rules that don’t attract attention but do a lot of work; standards for drinking water, for example, as well as building codes, recycling systems, restaurant health inspection, and, probably the most underrated field of local law, traffic rules.” At the base of her argument is an analysis of how local municipalities govern everyday life. In your essay describe how this occurs:
First, make sure to answer the following questions: What is the “municipal corporation?” How does Malverde use this term? How does it differ from state rule?
Then, explore how this works in a local municipal corporation. (You can choose any municipal corporation you would like, as long as you can locate [and cite] their code of ordinances.) The municipal corporation that rules urban life in Denver is the City of Denver. Denver’s Code of Ordinances is available on their website (https://www.municode.com/library/co/denver/codes/code_of_ordinances). Describe one example of a municipal code that shapes the way urban life is organized (make sure you read the entire code and all the related addendums and exceptions so that you really understand what the code says). Using Valverde’s theoretical framework, explore the aspects of urban life this code is seeking to control. How does it do so? Using Valverde as a model and your own socio-legal imagination discuss the intent of this code and discuss its broader contribution to the shape of urban life in Denver.
In this essay, we will also be working on building a thesis. Please see the rubric below. An entire section of the rubric is targeted toward evaluating your thesis. It is not enough to only summarize Valverde here. Your goal is to use the Valverde reading to evaluate a local law or code. Make sure your thesis refers to the law or code that you will discuss and encapsulates the primary point you are making regarding this law or code.
