Using the jurisdiction you selected as part of the Module 2 Assignment, identify the hazards that the jurisdiction you have selected would potentially face, and what you feel are the biggest threats to the community from a disaster perspective. (i.e. The City of Phoenix faces flooding and wildfires, amongst many others.) This is a key step in planning; if you don’t correctly identify the hazards you face, you will not be able to adequately plan how to respond to them!
For help with this part, consider using a resource besides your own personal experience/knowledge. For example, if you are choosing a jurisdiction within Arizona, the following link will help identify some of the hazards your town faces: Natural Hazards of Arizona Viewer If you are using a jurisdiction outside of Arizona, you may be able to find a similar viewer…do a web search for “[State] Hazards Viewer” and see what comes up. FEMA’s RAPT tool (Module 2) or National Risk Index (Module 3) could also be used.
Based on the hazards you’ve identified, write a 3-4 page “White Paper” following the format below. A White Paper is typically used to introduce a concept (usually in a work environment), provide some discussion about various elements of the topic, and then concludes with a recommendation for action. Accordingly, your White Paper should outline the following:
Overview of what Hazards your jurisdiction faces to provide context for the rest of your White Paper AND a short overview of what Hazard Modeling software does for your jurisdiction.
Discussion of the two different software programs (capabilities, strengths/weaknesses).Please use HAZUS-MH as one of the programs;
the other program can be one discussed in this module or one you’ve found independently.
Recommendation of which software–in your professional opinion–you believe would be most relevant to your jurisdiction and its unique disasters, and justifyyour finding. Keep in mind the hazards that would impact your jurisdiction.
A few KEY points:
Your recommendation should not be based solely on the limitation of design of the software. For the sake of this assignment, assume a broader application than its disaster-specific design and focus on features, not limitations.
Keep your “White Paper” in basic terms. Assume your reader is not a GIS specialist, but is intelligent enough to understand mapping and modeling. Find the middle ground between simple vs. complex.
Your final submission can include pictures or graphics; feel free to be creative with this. If you use graphics, please ensure you meet the 3-page minimum with written information.
All outside resources should be properly cited and referenced in APA Format.
