The best way for a robust leadership development program is to create a culture of ongoing feedback and one of the best tool available for feedback is the 360 degree employee feedback.  It is a tool that is use to get feedback from managers, their employees and peers.  It is beneficial for the company to have for it will give the employees and managers an insight on their strengths and weaknesses.  By focusing on their strengths, it will allow them to reflect on how to get better/strengthened at some of they skills, they are good at doing and eliminate their weaknesses, help them improve their performances, to grow, feel engaged because the feedback is not coming from their managers alone but from their peers as well in turn will make them feel good about what they have accomplish and make the company look better.
Another way you can measure a business object it is by using the SWOT analysis, it will help you get you get internal and external information/data about the company for example, let say you are diagnosed with a brain tumor; as a patient, you will do some researches on what hospital has the state of the art equipment for your surgery as well as doing research the best neurosurgeon because you want the best would not let anyone to cut your head open and leave you disable.

For an individual, there are several visible signs to show the result of a strong leadership development program. Firstly, the productivity should be always the first and critical measure to evaluate the result of program. This is financial data, which is easier to measure. We have presented evidence that effective leaders produce improvements in productivity, product and service quality, and customer satisfaction, and that the willingness of people to work hard and expend energy invariably rises. Secondly, the program should develop individual as a conviction, motivation and Inspiration people. Conviction means thattrue leaders operate with conviction, even if their choices are unpopular. They do what they think is right, even if it’s risky. Motivation means that Good leaders motivate people to do their best and to be their best, with a combination of inspiration, knowledge, and rewards. It’s not enough to tell people to do a good job. It’s more important to lead by example, which is inspiring; to share knowledge, so others might use it; and to reward people who do well to let them know that they’re valued. Finally s inspiration. Good leaders don’t manage, they inspire. And they do this by acting authentically, by operating based on their values and core beliefs. You can order someone to work hard and to do the right thing, or you can inspire others to trust you, through your own actions. This is how true leaders, and therefore successful companies, thrive.
To an organization as a whole, there are two signals. One is culture. Every employee holds the same belief. It called culture. A strong leadership development program should come out with this result. Even sometimes, the process is not written specifically, then, employee still can do the right and effective choice. Second one is to transfer complexity into simplicity. I believe, a good leader will not ask using complexity rules to limited employees’ capability. Then how to measure one leader’s capability is to see how he or she transfer complexity into simplicity.
