For my grant writing Ph.D. course, we need a Ph.D.-educated person to do an external review on a paper. No help is needed for the paper itself; we need feedback. This is an academic exercise. Therefore, the paper will not actually be submitted for a grant. The attached form requires the peer reviewer to complete it with feedback. This is what we will submit.
